Employers can submit names for exit permit next week

The Ministry of Administrative Development, Labour and Social Affairs will start receiving requests from private companies from next week seeking exit permit requirement for five percent of their employees under the new law.

The new Law No. 13 of 2018, for regulating the entry, exit and residency of expatriates stipulates that employers may submit for approval to the Ministry of Administrative Development, Labour and Social Affairs the names of workers for whom a “no objection certificate” would still be required, with a justification based on the nature of their work.

During an awareness workshop held yesterday at Qatar Chamber headquarters, officials of the Ministry of Interior and Ministry of Administrative Development, Labour and Social Affairs confirmed that the companies can start from next Sunday uploading the list of such employees on the website of the Ministry of Administrative Development, Labour and Social Affairs.

The ministry then will move those lists to the Ministry of Interior.

The workshop is part of a series of awareness programmes organised by Qatar chamber and the concerned ministries to shed light on the recent amendments in the law regulating the entry and exit of expatriates and their residency.

A number of private companies’ representatives attended the workshop and inquired about number of legal points about which they had confusions.

The officials said that the amendments of the law are not applicable on the government entities and semi-governmental organisations and domestic help.

They are also not applicable on employees of embassies.

Regarding question about how to determine the five percent of workers in private sector companies whose departure from the country require prior approval/permission in case the company’s size is big, the officials said that they will account five percent from each and every separate commercial registration.

They also advised companies to improve the mechanism of the work and to make sure about the workers' violations. The companies can check daily or weekly, for example, on drivers for their traffic violations.

The Chamber has stated that the third workshop will be held tomorrow, the fourth on Wednesday, the fifth seminar will be held on September 30 and the last one will be on October 3.
