UAE expats to now pay up to Dh415 more for Indian passport services; fee hike explained

Indian citizens paying for passport services in the UAE will now face increased government fees -- as per an updated fee structure by India's Ministry of External Affairs (MEA) released. These revised charges were effective from 1 July 2026, for general-purpose passport services as well as renewal, re-issue, Tatkaal applications, lost or damaged passports, passports for minors and Police Clearance Certificates (PCC).

According to the Indian Consulate in Dubai, they have also confirmed the new charges. The new government charges have taken effect but the service fees of its new outsource partner Al Hind Tours and Travels LLC, will be announced separately.

Major Passport Fee Revisions

Some passport services have increased their prices by more than 1,000%, with the highest increase on people applying for new passports because they've lost or damaged theirs.

Discount for Children and Senior Citizens

These new rates are the first hike in passport fees since 2012. Under the same update, the Government of India has announced a 10 % discount for fresh passport applications to:

  • Children up to 8 years of age

  • Senior Citizens, i.e. Individuals of the Age 60 Years and Above

  • And the discount only applies to new passport applications, not renewals.

  • New Outsourcing Partner for Consular Services

The update in fees coincides with the end of Europe- based M/s VFS Global's services as a facilitator to the passport and consular services in UAE, which will soon be replaced by Al Hind Tours and Travels LLC.

In addition to the revised government passport fees, applicants must also pay the applicable charges under Indian Community Welfare Fund (ICWF) as well as processing fees charged by the new service provider. The names of the last service charges under the completely new outsourcing agreement should be formalized shortly.
