Oman Opens Bidding For New Cross Border Truck Road

Oman has started the procurement process for a new truck road project. The road will run for 66 kilometres. It will connect the Al-Buraimi and Al-Dhahirah governorates. This move adds another public private partnership to Oman's growing transport pipeline.

What The Project Involves

The road links two governorates in Oman's interior region. Al-Buraimi sits near the border with the UAE. Al-Dhahirah lies further south and hosts mining and industrial activity. A dedicated truck route between these two areas can ease pressure on existing roads. It can also cut travel time for heavy vehicles.

Oman is developing this project under its public private partnership model. The government does not fund the entire cost upfront. Instead, a private developer designs, builds, finances, and operates the road. The developer then recovers its investment over a set contract term.

Why This Matters For Oman's Transport Sector

Oman has pushed several truck road PPPs in recent years. The Salalah to Thumrait truck road was an earlier example. That project served the mining and mineral export sector in Dhofar. The new Al-Buraimi to Al-Dhahirah route follows a similar pattern. It targets a region with active quarrying and industrial traffic.

Truck roads reduce strain on public highways used by regular commuters. They also improve safety by separating heavy vehicles from other traffic. Oman's transport ministry works alongside the Ministry of Finance on these projects. The finance ministry manages the competitive bidding process for most PPP road deals in the country.

Oman's Broader PPP Programme

Oman introduced its Public Private Partnership Law in 2019. The programme launched officially in 2021 after the law took effect. Since then, the government has rolled out projects across transport, education, and health sectors. Roads remain one of the most active categories within this pipeline.

The government continues to prioritise projects that support trade and logistics. Better road links between governorates help move goods more efficiently. They also support Oman's wider economic diversification goals under Oman Vision 2040.

Procurement for large PPP roads in Oman typically moves through clear stages. The government first invites expressions of interest from qualified developers. It then shortlists bidders and issues a formal request for proposals. Finally, it selects a winning consortium to design, build, and operate the road.
