Banning Mixed Occupancy Units
Dubai officially introduced strict new rules governing the management of shared accommodation. The law bans families and single individuals from living within the same residential unit. The municipality restricted shared housing to specific, designated areas of the growing emirate. Dubai Municipality set out these requirements under Law No. 4 of 2026 recently. This vital legislation regulating occupancy came into full legal force during August. Property owners and commercial establishments received a one-year grace period to ensure total compliance. Under the new rules, each shared residential unit must cater exclusively to one category. The two distinct categories are strictly prohibited from occupying the exact same living unit.
Enforcing Space And Facility Standards
Bedrooms must provide a minimum of five square meters of dedicated space per occupant. A complete bathroom must be available for every four residents living within the unit. In shared family accommodation, each family must occupy a separate, private bedroom. That family bedroom must also feature its own dedicated, private bathroom facilities. The municipality barred shared accommodation for individuals on major roads with a tourism character. This restriction applies directly to Baniyas Road, Sheikh Zayed Road, Jumeirah Road, and Al Wasl Road. Shared housing in those prominent, high-traffic locations will be strictly limited to families only.
Applying For Mandatory Permits
Property owners must obtain a formal building permit to operate any shared accommodation. They must submit applications through the Dubai Building Platform using an approved engineering consultancy. The grace period does not protect properties featuring unauthorized structural changes or building violations.
