The government proudly boasts about forty million students participating globally. They throw endless millions of dollars at these massive, glittering corporate award ceremonies. They desperately want the international community to ignore their harsh domestic policies. A reading competition makes for excellent, easily digestible state-sponsored propaganda. The elite class congratulates itself while tightly controlling the flow of actual information.
