Philippine Impeachment Trial Examines Vice President Sara Duterte's Finances

Moving Deeper Into The Evidence

The Philippine Senate resolved the voting threshold issue for its impeachment proceedings. The trial now moves deeper into the presentation of hard financial evidence. Prosecutors are examining the alleged unexplained wealth of Vice President Sara Duterte. The House prosecution panel will soon present subpoenaed bank records. These records involve the vice president, her husband Manases Carpio, and other entities. Prosecutors said more than 1,800 bank and financial documents have undergone processing. They offered to stipulate portions of the records to save trial time. This reduces the number of bank representatives required to testify publicly.

Contesting The Constitutional Accusations

The evidence relates directly to one of the formal articles of impeachment. Duterte and her legal defense team are heavily contesting these specific allegations. The Philippine Supreme Court recently dismissed petitions against the Senate voting threshold. This removes the immediate legal challenge to the Senate's chosen voting formula. However, it does not resolve every constitutional question surrounding the complex trial. For now, the Senate impeachment court proceeds using its September 23 interpretation. If 20 senator-judges participate, 14 votes would successfully constitute two-thirds. If the number of participating senator-judges changes, the required number changes accordingly.

Awaiting The Final Verdict

The result is that the final conviction threshold is not permanently fixed. The Senate has not yet reached the final verdict stage of the trial. Its immediate task is completing the presentation and examination of all evidence. The senator-judges will ultimately determine if the threshold for conviction is met. The Supreme Court settled the immediate procedural challenge without declaring it constitutional. The Senate's rule stands for now as the highly publicized trial moves forward.
