Philippine NBI Hunts Former House Speaker Over Alleged Multi-Million Peso Kickbacks

A Massive Corruption Scandal Unfolds

Former House Speaker Lord Allan Velasco and his wife face a massive corruption investigation. The Philippine National Bureau of Investigation launched a probe following explosive whistleblower allegations. Former aide Rodulfo Gracioso Jr. accused the couple in a sworn, signed statement. He alleged they operated a scheme collecting millions in kickbacks from government contracts. Gracioso claimed they utilized safehouses in Pasig to store the illicit cash. He alleged they facilitated illicit cash deliveries to key politicians, including the Dutertes. Immigration records confirm Lord Allan Velasco flew to Japan in August 2026.

Fleeing Before Facing The Charges

Wen Velasco departed for Hong Kong in September, and both currently remain abroad. Filipino lawmakers fiercely urged the couple to return home and face the serious charges. Velasco served as Speaker of the House under former President Rodrigo Duterte. Whistleblowers alleged Velasco demanded a 25 percent upfront cut from DPWH government contracts. Gracioso claimed he delivered suitcases containing millions in cash to Vice President Sara Duterte. He alleged these deliveries took place repeatedly between 2018 and 2021. Investigators linked the couple to multiple high-end residential properties in Valle Verde, Pasig City. Testimony indicated these properties served as safehouses to count the illicit public works cuts.

Denials And Legal Maneuvers

Testimony claimed the cash deliveries were accompanied by luxury watches and designer bags. The couple faces grave accusations of graft, corruption, plunder, and complex money laundering. Vice President Duterte strongly denied all the allegations during a recent press briefing. She claimed Gracioso was part of a smear campaign orchestrated by political rivals. Velasco's legal counsel firmly denied his client's involvement in any money deliveries or kickbacks. The NBI confirmed they formally linked four properties in Metro Manila to the couple.
