Saudi Arabia announced strict new penalties for Hajj 2026 permit violations today. The Ministry of Interior wants to ensure a safe pilgrimage for everyone. These rules help worshippers perform their rituals in a peaceful environment.
Fines for Individual Violators
The Ministry will fine anyone performing Hajj without a permit SAR 20,000. This penalty also applies to visit visa holders who enter Makkah illegally. These restrictions begin on April 19 and last through mid-June.
Massive Penalties for Facilitators
People who help others break Hajj rules face much heavier fines. The government will impose SAR 100,000 penalties for transporting illegal pilgrims. This same fine applies to anyone who houses or hides illegal visitors.
Hotels and private residences must check for official permits. Fines will multiply for every person a violator assists or hides.
Deportation and Long-Term Bans
Illegal residents face immediate deportation to their home countries. The Kingdom will also ban these individuals from re-entering for 10 years.
Courts may confiscate any vehicle used to transport illegal travelers. This rule applies to both the driver and any accomplices.
The Appeal and Reporting Process
You can appeal a penalty within 30 days of receiving notice. Citizens have another 60 days to challenge decisions in the Administrative Court.
The Ministry urges everyone to follow all Hajj regulations carefully. Call 911 in the Makkah region to report any violations immediately.
