California Couple Arrested Over Alleged Abuse Of 21 Surrogate-Born Children

A Horrific Discovery In Arcadia

A California couple built an unusually large family of at least 21 children through surrogacy. Police recently charged them over the alleged, horrific abuse of children at their massive mansion. Authorities arrested Guojun Xuan, 66, and Silvia Zhang, 39, at their home in Arcadia. Prosecutors allege at least 14 surrogate-born children suffered terrible physical abuse there. Some of the victims were as young as two months old during the alleged incidents. Both defendants pleaded not guilty and firmly denied all the horrific allegations. Los Angeles County District Attorney Nathan Hochman described the property as an absolute house of horrors. The intense police investigation began after a medical emergency in May 2025.

Removing Children From Danger

A two-month-old baby from the home arrived at a local hospital with a serious head injury. Authorities subsequently removed 15 vulnerable children from the sprawling luxury property immediately. Investigators located another six children linked to the couple at other separate locations. Prosecutors allege the couple operated a commercial business called Mark Surrogacy from their private home. They allegedly used numerous surrogate mothers to birth the children over several years. Prosecutors claim an extensive surveillance system inside the mansion captured physical abuse by hired nannies. Xuan allegedly told one nanny to hit a child harder and joined in during another incident. A third defendant, nanny Chunmei Li, remains wanted on felony child abuse charges.

Setting Massive Bail Amounts

Xuan faces multiple serious charges, including conspiracy to commit child abuse and dissuading a witness. Zhang faces conspiracy, accessory after the fact, and witness-dissuasion charges as well. Prosecutors originally sought an unprecedented bail amount of $100 million for each defendant. The presiding judge eventually set bail at a massive $20 million each.
