According to Sky News Arabia, establishing a driver's identity is a must before issuing him a fine.
The report said that the vehicle was running at 54kmph on a road whose speed limit of 30kmph. The German Police pointed out that as the motorist's face can't be seen, they are unable to issue a fine of 105 euros against the driver.
