Public Authority for Manpower (PAM) has permitted employers to cancel the work permits of their expatriate employees if the latter have been imprisoned based on a final judicial ruling or cancel their residency permits following an absconding notice, reports Al- Nahar daily.

It explained that employers, if the employment relations with their expatriate workers end due to any reason, must submit a request to cancel their expatriate workers’ work permits and return them to their country at the employers’ expense.

In situations when an expatriate employee quits his or her job and joins work under another employer, the latter must foot the expenses of returning the employee to their country after the first employer submits a notice of termination of their former employee’s service.

The authority highlighted the employer’s right to automatically cancel the work permit of its employee if the latter has been outside Kuwait more than six consecutive months unless it is authorized by the General Directorate of Residency Affairs.

It stated that it will cancel employees’ work permits and their residency when they are outside Kuwait or if they are deported for any reason, taking into account the obligation of the employer to pay the prescribed fees. Meanwhile, the domestic workers shelter, which is affiliated to the Public Authority for Manpower (PAM), is the only shelter accredited by the State, reports Al-Qabas daily quoting Deputy Prime Minister and Minister of Foreign Affairs Sheikh Sabah Al-Khaled. The minister also disclosed that several members of foreign communities have resorted to other shelters rented and operated by some accredited diplomatic missions in the country.

This is in response to the question of MP Majed Al- Mutairi regarding the shelter which was established through a ministerial decree in 2017, including an agreement on the allocation of a temporary shelter for domestic workers – if they have no place to go – until disputes with their employers are settled.

Talking about the cases of 800 Filipinos in the shelter, Sheikh Sabah Al-Khaled revealed the ministry is working with other concerned bodies to deport these Filipinos if they have no criminal cases while those with criminal cases were referred to relevant State authorities. He said the number of Filipinos staying in the shelter is now down to 300, whereas the evacuation process was in cooperation with the Philippines Embassy.

He affirmed the Ministry of Foreign Affairs performs its duties and shoulders responsibilities stipulated in the Constitution and the law. He added the ministry handles every issue deemed offensive to Kuwait, in addition to communicating with other ministries, government institutions, foreign governments and diplomatic missions to address problems.
